Fire Does Not Stay in One Building
The distances between buildings here are small, and in wood frame construction that matters. Radiant heat, flame spread across a narrow gap and the water used to fight the fire all reach the properties either side more often than in neighbourhoods with real separation.
The consequence is that an East Boston fire file frequently involves more than one owner and more than one insurer from the outset. Most of the housing here dates from the 1880s through the 1920s, on lots that are among the smallest in the city. Article 85 applies to every building 50 years or older, with a 10 calendar day staff determination and up to 90 days of delay on a significance finding. The smoke certificate under c.148 §26F covers buildings of 1 to 5 units built before 1 January 1975; the carbon monoxide certificate under §26F½ applies regardless. Inspection fees are set by each municipality, and the deeds excise is collected at the Registry of Deeds on recording. Photoelectric alarms have been required within 20 feet of kitchens and bathrooms since 2010.
The same density that spreads fire makes everything afterwards harder. Equipment access for demolition or major reconstruction is constrained, there is often nowhere to stage material, and work on one building requires protecting the two beside it.
Buyers who work here price that. Buyers from markets with detached housing and driveways do not, which is the usual source of a renegotiation three weeks after contract.

What the Buildings Are
Much of the stock is stacked multi-unit wood frame, similar in principle to the triple-decker but on tighter footprints and in more varied configurations. The same logic applies: wood frame rarely leaves a usable shell once fire reaches the framing, but multiple units on a small lot support a finished value that a single dwelling would not.
Article 85 review applies here as everywhere in the city to buildings fifty years and older, which is most of them, and the smoke and carbon monoxide certificate obligation applies to the seller regardless of who buys.
